Preparatory actions

This group of actions includes all the preparatory activities for the implementation of conservation actions, in particular to the formulation of the strategy for the management of the Natura 2000 network in Calabria.

All the studies and analysis necessary for correct processing of the contents of the strategic plan fall in this category:

  • programmatic, managing and planning tools, together with those for existing regulations affecting the area of ​​the regional Natura 2000 network, to identify possibleexisting gaps.
  • from experiences on the definition of conservation measures for maritime sites in other European regions, considering the recent establishment of marintime sites.
  • jobs created in the public and private sector in biodiversity conservation, to identify opportunities for green-jobs offered by the Natura 2000 network in Calabria, to be valued as a part of the strategy to give strength to an effective sustainable development of the territory.
  • the socio-economic value of ecosystem services in the Natura 2000 network in Calabria, to determine the most appropriate management lines to be included in the strategy, including any self-financing mechanisms such as, for example, systems of payments for ecosystem services (PES).

Conservation actions

Conservation actions consist in the making of the documents that will form the heart of the strategy for the management of the Natura 2000 network in Calabria together with the strategy itself:

  • update and/or formulation of management measures for marine and land sites and the measures for the interconnection of network sites. This activity will be based both on the outcomes of the preparatory analysis on information collected on each site. The interconnection of sites is needed in order to transform the Natura 2000 sites from spots of biodiversity to a complex network system characterized by greater resilience to stress factors.

  • drawing up a financial plan for the management of the Natura 2000 network in Calabria will permit the region to face and to find the right source of funding, with a view to rational management of time and of public resources. The sources of funding available for Natura 2000 will take into account not only the European Union, the Italian State and the Region of Calabria, but also new forms of financing, such as payments for ecosystem services (PES).

  • the blueprint of the strategy for the management for the period 2014-2020 of the Natura 2000 network in Calabria. The strategy will include: the strategic objectives for the conservation of habitats and species, the measures necessary to achieve the objectives, the financial plan of the measures, the level of scientific monitoring of Natura 2000, the cross-annual plan of communication, the prospect of creating new jobs or the re-discovery of traditional jobs related to the Natura 2000 network.


In addition to the documents that will contribute to the content of the Strategy, the conservation actions also include:

  • the updating of the PAF (Prioritized Action Framework), which is the regional document that identifies the priorities for the management of the Natura 2000 network, the actions needed to achieve those priorites, the resources to implement economic and financial instruments that can be used. This update will be possible through the prioritization of the provisions in the Strategy and in the financial plan, and will focus on objectives and measures considered most urgent, the best use of the limited financial resources available for the management of the Natura 2000 network.

  • the preparation of integrated projects under the new LIFE program, to carry out the PAF and implement the directions of the regional strategy for the management of Natura 2000 in Calabria.


Monitoring actions

This category includes two actions aimed at scientific monitoring of regional Natura 2000 by:

  • the formulation and implementation of the monitoring program makes use of specific protocols and monitoring indicators as well as a reporting system, to verify the effectiveness of the strategy in the restoration, improvement and maintenance of the conservation status of habitats and species and eventually make the necessary corrections.

  • the involvement of citizens, creating a special information system of participatory monitoring according to the model of 'Citizen Science', able to move a large numbers of citizen volunteers, effective way to collect data on biodiversity in a widely distributed throughout the region and to motivate and make wider civil community active part in its protection.


Actions of communication and dissemination

In this category fall all actions from the communication the results of the project to the rise of awareness of the issues of conservation of Natura 2000, of involvement of stakeholders in the formulation of the content of the strategy, and promotion of green jobs related to Natura 2000.

The main actions planned are:

  • the definition of a communication campaign on Natura 2000 addressed to the citizens and to the various stakeholders in Calabria, with the aim of increasing the understanding of the provisions of the two Nature Directives, to encourage greater public awareness of the benefits of Natura 2000 and its importance to for the conservation of biodiversity


    public consultation and involvement, through the activation of a series of local forums, local interests, such as local government, agriculture, forestry, tourism, fishing, environmental organizations, the scientific community, etc., in the identification and implementation of strategic objectives for the conservation of the Natura 2000 network, thereby reducing any subsequent conflicts during the implementation of the Strategy.

  • the implementation of measures to promote professional opportunities related directly or indirectly to the preservation and enhancement of the Natura 2000 network, to introduce and orient the professional choices of the younger generation, and the choice of administrations responsible for training and career guidance. These actions are to create a series of workshops for young people who are about to choose a career or who are entering the job market, and in the production of a catalogue of green jobs.
